Donna M. Bullock, P.E.

A member of the Morgan Engineering LLC civil engineering group, Donna Bullock is a NJ Licensed Professional Civil Engineer with 25+ years of experience in land development.

Joining the group in 2023, Donna brings a host of experience and expertise to the team from site plans to subdivisions, stormwater management, NJ-DEP, planning & zoning board testimony, and major land development.

Donna graduated from New Jersey Institute of Technology, Magna Cum Laude, Civil Engineering Technology, after attending 14 years of night school while working full-time in various Engineering and Surveying companies in New Jersey, before obtaining her PE license in Civil Engineering. The amount of experience gained while attending college and working in engineering was beneficial, allowing for experience in all aspects of CE, such as soil investigation, surveying, tidelands, waterfront development, CAFRA, school and parking area expansion, sports field improvements, and more.

Donna’s career includes owning her own civil engineering company wherein she provided commercial and residential engineering and surveying services for land developers. Her company specialized in CAFRA & waterfront development, from single family residences to marina expansions.

Donna is a Jersey Shore girl and enjoys spending time with her daughters and her four young grandchildren. She enjoys Kayaking down Cedar Creek, continues to study the guitar, and proud of raising her children and following her career goals.
